The RSK discussed the draft recommendation on the triggering of the reactor protection signal DAF 1 during a secondary-side pressure test of a steam generator (Anregung des Reaktorschutzsignals DAF 1 bei einer Sekundärseitigen Druckprüfung eines Dampferzeugers) of the RSK Committee on REACTOR OPERATION (RB). The Committee RB noted that no further generic recommendations could be derived from this event and, thus, preparation of a statement is not necessary.

The Parliamentary State Secretary, Ms. Schwarzelühr-Sutter, was informed about the ideas of the RSK about its possible structure and tasks from 2022 onwards. The consultations on the boundary conditions for design basis accident analyses (Randbedingungen der Nachweisführung zur Störfallbeherrschung) were continued. Supplementary considerations on the flaws in the reactor pressure vessels of the Belgian nuclear power plants Doel-3 and Tihange-2 detected during ultrasonic inspections were presented, which will be discussed on the basis of a text draft at a forthcoming meeting.

The RSK was informed by the BMUB about the development and revision process for IAEA safety standards. The RSK was also informed about the reportable events concerning increased oxide layer thickness on fuel rod cladding tubes of fuel assemblies (Erhöhte Oxidschichtdicke an Brennstab-Hüllrohren von Brennelementen) and a faulty test signal in the standard test locking of the reactor protection system (Fehlerhaftes Prüfsignal in der Standardprüfverriegelung des Reaktorschutzsystems) in the Brokdorf nuclear power plant.

In der Sitzung wurde die RSK über die Beratungen des Ausschusses ELEKTRISCHE EINRICHTUNGEN zur Umsetzung der Empfehlungen zum "Ein- oder zweiphasiger Ausfall des Haupt-, Reserve- oder Notstromnetzanschlusses" sowie über neue Erkenntnisse zu den "Netzinstabilitäten“ und deren Auswirkungen auf die deen Kernkraftwerke informiert.

The RSK discussed how to handle new information relating to the Belgian plants Doel-3 and Tihange-2.

Furthermore, the 70th KTA meeting on 10.11.2015 was prepared. The consultations on the recommendation on requirements with respect to spent fuel pool cooling (Anforderungen an die Brennelement-Lagerbeckenkühlung) were continued. The robustness analysis working group informed the RSK on having completed the evaluation of the implementation of RSK recommendations in response to Fukushima.

Die RSK wurde über die Beratungen des Ausschusses DRUCKFÜHRENDE KOMPONENTEN UND WERKSTOFFE (DKW) zum Meldepflichtigen Ereignis ME 04/2015 „Lösen eines Brennstabbündels vom Brennelementkopf“ im Kernkraftwerk Gundremmingen sowie der hierzu erfolgten Ursachenklärung und den getroffenen Abhilfemaßnahmen informiert. Weiterhin wurde vom Ausschuss DKW über den Bearbeitungsstand der "Ultraschallanzeigen am Reaktordruckbehälter der belgischen Kernkraftwerke Doel-3 und Tihange-2" berichtet, die RSK verabschiedete hierzu eine vorläufige Kurzbewertung.

Die RSK wurde über das Meldepflichtige Ereignis ME 02/2016 „Mechanischer Abtrag am Laufzeug einer Nachkühlpumpe“ im Kernkraftwerk Grohnde informiert, der Ausschuss DRUCKFÜHRENDE KOMPONENTEN UND WERKSTOFFE (DKW) wird das Ereignis weiter beraten, die Aufarbeitung der MTO-Aspekte erfolgt im Ausschuss REAKTORBETRIEB (RB). Die Stellungnahme "Schäden an Brennelement-Zentrierstiften und Kernbauteilen" wurde beraten und verabschiedet.

Die RSK beschloss, die Empfehlungen der Stellungnahme "Monitoring von Know-How- und Motivationsverlust und geeignete Maßnahmen zur Stärkung von Motivation und Know-How-Erhalt im Kernenergiesektor" zu konkretisieren und die Stellungnahme erneut zu beraten. Die RSK nahm den Bericht des Ausschusses REAKTORBETRIEB (RB) zum Meldepflichtiges Ereignis (ME) 13/065 „Ölfreisetzung an einer Hauptkühlmittelpumpe und damit verbundener Ölverdunstung an heiß werdenden Oberflächen mit lokaler Flammenbildung“ in der Anlage KKE am 27.10. 2013 zustimmend zur Kenntnis.

The RSK decided to concretise the statement on monitoring of know-how and motivation loss and appropriate measures for strengthening the motivation and maintaining know-how in the nuclear energy sector (Monitoring von Know-How- und Motivationsverlust und geeignete Maßnahmen zur Stärkung von Motivation und Know-How-Erhalt im Kernenergiesektor) and to reopen discussions on this statement.

The RSK was informed about the consultations of the Committee on PRESSURE-RETAINING COMPONENTS AND MATERIALS (DKW) on reportable event ME 04/2015 concerning the loosening of a fuel rod bundle from the fuel assembly head (Lösen eines Brennstabbündels vom Brennelementkopf) at the Gundremmingen nuclear power plant as well as on the clarification of causes and the corrective measures taken.
