The RSK adopted the statement on "PWR neutron flux fluctuations" and "Minimum value of 0.1g (approx. 1.0 m/s2) for the maximum horizontal ground acceleration in an earthquake" (in German).
A report by the RSK Committee on Plant and Systems Engineering on the "Assessment of the adequate consideration of extreme weather conditions by the existing design" was discussed; an update of the report is to be discussed at the next meeting, when the further procedure will be specified.

Die RSK legte Schwerpunktthemen für Beratungen der RSK und ihrer Ausschüsse in 2013 fest, die Beratungen zum Verständnis der Sicherheitsphilosophie wurden fortgesetzt. Die Stellungnahme zu "Druck- und Dichtheitsprüfungen an Bauteilen der Druckführenden Umschließung (DFU) und der Äußeren Systeme, insbesondere nach Reparaturen" wurde verabschiedet. Die GRS schloß ihre Berichterstattung zu Ergebnissen erster Berechnungen zur möglichen Kritikalität im BE-Lager ab.

The RSK specified key issues for discussion among the RSK and its committees for 2013, the discussions regarding the understanding of the safety philosophy were continued. The statement on "Pressure and leak tests of components of the reactor coolant pressure boundary and outer systems, especially after repairs" (in German) was adopted. GRS concluded its reporting on the results of first calculations regarding possible criticality in the fuel element storage.

Die RSK bereitete die 67. Sitzung des KTA am 13.11.2012 vor. Die RSK wurde über den Beratungsstand im Ausschuss DRUCKFÜHRENDE KOMPONENTEN UND WERKSTOFFE zur Stellungnahme "Ultraschallanzeigen am Reaktordruckbehälter des belgischen Kernkraftwerkes Doel, Block 3" informiert und setzt die Beratungen zum Thema "Verständnis der Sicherheitsphilosophie" fort.

Von der RSK wurde die Bearbeitung des BMU-Beratungsauftrages „Maßnahmen gegen einen Know-How- und Motivationsverlust“ festgelegt. Von der RSK wurden die Entwürfe der Stellungnahmen "RSK-Verständnis der Sicherheitsphilosophie" und "Ultraschallanzeigen am Reaktordruckbehälter des belgischen Kernkraftwerks Doel, Block 3" beraten, aber noch nicht abgeschlossen. Die Vorgehensweise für die weitere Beratung der RSK-Stellungnahme zur "Netzstabilität" wurde festgelegt.

Die RSK beriet die Vorgehensweise für die Bearbeitung eines BMU-Beratungsauftrages zum Schutz von IT-Systemen in kerntechnischen Anlagen. Die Stellungnahme ""Netzstabilität" - Rückwirkungen von Stabilitätsproblemen im deen Stromnetz auf elektrische und leittechnische Einrichtungen von Kernkraftwerken und Sicherstellung der notwendigen elektrischen Energieversorgung dieser Anlagen aus dem Netz" wurde verabschiedet. Weitere Stellungnahmen wurde andiskutiert, sie sollen in den nächsten beiden Sitzungen abschließend beraten und verabschiedet werden.

After consultation with the RSK, the BMU appointed Mr. Rudolf Wieland as Chairman of the RSK and Mr. Richard Donderer as Vice Chairman of the RSK. GRS presented results of first calculations on the possible criticality in the fuel pool. The statement “Ultraschallanzeigen am Reaktordruckbehälter des belgischen Kernkraftwerks Doel, Block 3” (detection of flaws in the reactor pressure vessel of Unit 3 of Belgium's Doel nuclear power plant - in German) was adopted, and the consultations on the statement "RSK's understanding of safety philosophy" were continued.

The RSK agreed on the revision of the BMU’s request for advice on measures against a loss of know how and motivation. The RSK discussed the drafts of the statements “RSK-Verständnis der Sicherheitsphilosophie” (RSK understanding of the safety philosophy) and “Ultraschallanzeigen am Reaktordruckbehälter des belgischen Kernkraftwerks Doel, Block 3” (detection of flaws in the reactor pressure vessel of Unit 3 of Belgium's Doel nuclear power plant), but did not yet finalise them. The procedure for the further consultation on the RSK statement on grid stability has been specified.

The RSK prepared the 67th meeting of the Nuclear Safety Standards Commission (KTA) on 13.11.2012. The RSK was informed about the status of consultations in the Committee on PRESSURE-RETAINING COMPONENTS AND MATERIALS (DKW) on the statement “Ultraschallanzeigen am Reaktordruckbehälter des belgischen Kernkraftwerkes Doel, Block 3” (detection of flaws in the reactor pressure vessel of unit 3 of Belgium's Doel nuclear power plant- in German) and continues the consultations on the topic "Verständnis der Sicherheitsphilosophie" (understanding of safety philosophy).

In der Sitzung nahm die RSK den Bericht des RSK-Ausschusses ANLAGEN- UND SYSTEMTECHNIK zur "Überlagerung von Ereignissen mit zeitlich kurz anstehenden Betriebszuständen" zur Kenntnis und setzte die Beratungen über die Stellungnahmen "Betriebsunterlagen: Auflagen und Bedingungen des sicheren Betriebs" sowie zum "RSK-Verständnis der Sicherheitsphilosophie" fort.
