The RSK discussed the draft statement of its Committee on PRESSURE-RETAINING COMPONENTS AND MATERIALS (DKW) on tests on ferritic-austenitic dissimilar welds (see 389th RSK meeting).

The RSK ended the discussion about the classification of "VO events" according to the safety levels of the defence-in-depth concept and concept for the redefinition of precautions (Vorsorgemaßnahmen - VM) with a statement (in German) in which, in particular, emphasis is laid on the necessity of analysing quality and effectiveness (performance, reliability etc.) of precautions.

Bezüglich des Gestaffelten Sicherheitskonzepts schloss die RSK ihre Beratungen mit einer Empfehlung ab, die die Anforderungen im Sinne gestaffelter Sicherheitsebenen (defence in depth) festlegt. Die Anforderungen ergeben sich aus einer Kombination verschiedener technischer Systeme und administrativer Maßnahmen zur Vermeidung bzw. Beherrschung von Störungen und Störfällen (Sicherheitsebenen 1, 2 und 3) und Begrenzung der Auswirkungen von Unfällen (Sicherheitsebene 4) sowie Maßnahmen zur Unterstützung der für den Katastrophenschutz zuständigen Behörden (Ebene 5).

Regarding the defence-in-depth concept, the RSK concluded its discussions with a recommendation which determines the requirements in terms of multiple safety levels. The requirements result from a combination of various technical systems and administrative measures for the prevention and management of abnormal occurrences and design-basis accidents (Safety Levels 1, 2 und 3), the mitigation of consequences of accidents (Safety Level 4), as well as measures to support disaster response of the responsible authorities (Level 5).

The RSK discussed and adopted following statements:
Control of loss-of-coolants accidents at PWRs under consideration of dead volumes in the containment - safety management aspects (in German),
Current approach for non-destructive tests performed within the framework of recurrent tests on ferritic-austenitic dissimilar welds (in German), and
Proposal for requirements on decommissioning in the nuclear rules and regulations (in German).

In addition to a series of internal topics, such as the preparation of the Quadripartite Meeting in October 2006 in Washington (“International Cooperation”), the RSK dealt with the course of discussions for two orders of the BMU.

The RSK and the BMU continued their discussion on the revision of the nuclear rules and regulations and the way of assessment of the rules and regulations by the RSK. The RSK working groups presented information about the state of consultations on the draft modules of the rules and regulations.

Die RSK und das BMU erörterten gemeinsam die ersten Erkenntnisse aus den angelaufenen Beratungen der RSK-Arbeitsgruppen, die sich mit den Modulentwürfen der Revision B des neuen aktualisierten kerntechnischen Regelwerks befassen. Schwerpunkt dieser Beratung soll die Bewertung sein, ob dieses Regelwerk richtig sei und den Stand von Wissenschaft und Technik zutreffend beschreibe; Vorschläge zur Struktur des Regelwerks seien in die Bewertung einzubeziehen soweit aus sicherheitstechnischer Sicht Änderungen für erforderlich gehalten werden.

The RSK and the BMU jointly discussed the first findings from the discussions started of the RSK working groups which dealt with the draft modules of Revision B of the new revised nuclear rules and regulations. This consultation shall focus on the judgement whether these are rules and regulations were appropriate and described the state of the art adequately; proposals on the structure of the rules and regulations were to be considered in the judgement as far as deemed necessary from the safety point of view.

Die RSK beriet und beschloss ihr Votum zu den auf der 60. Sitzung des Kerntechnischen Ausschusses (KTA) anstehenden Beschlussvorlagen über KTA-Regeln.

Für die vom BMU erbetene Stellungnahme zum Entwurf eines neuen aktualisierten kerntechnischen Regelwerks stellte die RSK ihre Prüfkriterien fertig, die die eingerichteten Arbeitsgruppen ihrer Bewertung der verschiedenen Modulentwürfe zu Grunde legen sollen (392. RSK-Sitzung).

The RSK discussed and passed its vote on the resolution documents on KTA standards to be dealt at the 60th meeting of the Nuclear Safety Standards Commission (KTA).

For the statement on the draft of new revised nuclear rules and regulations, requested by the BMU, the RSK completed its review criteria to be applied by the working groups established in their assessment of the different draft modules (392nd RSK meeting).
