At this meeting, the prevailing topic of discussions was the further proceeding regarding the project on update of the nuclear rules and regulations of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) after its follow-up (module Version B) on the basis of the workshop series. The RSK agreed on a proceeding with five working groups which primarily review different module topics by means of an assessment catalogue. Their results shall be compiled for the RSK.

Die RSK beriet und verabschiedete folgende Stellungnahmen: "Beherrschung eines Kühlmittelverluststörfalles bei DWR unter Berücksichtigung von Totvolumina im Reaktorsicherheitsbehälter - Sicherheitsmanagement-Aspekte", "Stellungnahme zur derzeitigen Vorgehensweise bei zerstörungsfreien Prüfungen, die im Rahmen der wiederkehrenden Prüfungen an ferritisch-austenitischen Mischschweißnähten erfolgen" und "Vorschlag für Anforderungen an die Stilllegung im Kerntechnischen Regelwerk".

Die RSK erörterte ihr weiteres Vorgehen bezüglich der vorliegenden Modulentwürfe der vom BMU vorgesehenen "Aktualisierung des kerntechnischen Regelwerks" und der dazu anstehenden Workshopreihe des BMU. Sie beriet dazu im einzelnen die Umsetzung der bisherigen RSK-Kommentare (K1) im aktuellen Entwurf des Modul 1.
Die vom RSK-Ausschuss ANLAGEN- UND SYSTEMTECHNIK vorbereitete Empfehlung Kühlmittelverluststörfall/Totvolumen Reaktorgrube wurde beraten und mit Änderungen verabschiedet.

The RSK discussed its further proceeding regarding the draft modules of the update of the nuclear rules and regulations planned by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and the workshop series of the BMU on this issue. The RSK addressed, in particular, the implementation of the RSK comments available so far (K1) in the current draft of Module 1.

The recommendation on loss-of-coolant accident/dead volumes reactor cavity prepared by the RSK Committee on PLANT AND SYSTEMS ENGINEERING (AST) was discussed and adopted with amendments.

Die RSK diskutierte den Stellungnahmeentwurf ihres Ausschusses DRUCKFÜHRENDE KOMPONENTEN UND WERKSTOFFE über "Untersuchung von ferritisch-austenitischen Mischnähten" (s. auch 389. RSK).
Die Beratung über die Einstufung bisheriger "VO-Ereignisse" in die Sicherheitsebenen des gestaffelten Sicherheitskonzepts und über die Neubestimmung von Vorsorgemaßnahmen(VM) schloss die RSK mit einer Stellungnahme ab, in der insbesondere die Erforderlichkeit der Analyse von Qualität und Wirksamkeit (Ausführung, Zuverlässigkeit etc.) von Vorsorgemaßnahmen hervorgehoben wird.

The RSK discussed the draft statement of its Committee on PRESSURE-RETAINING COMPONENTS AND MATERIALS (DKW) on tests on ferritic-austenitic dissimilar welds (see 389th RSK meeting).

The RSK ended the discussion about the classification of "VO events" according to the safety levels of the defence-in-depth concept and concept for the redefinition of precautions (Vorsorgemaßnahmen - VM) with a statement (in German) in which, in particular, emphasis is laid on the necessity of analysing quality and effectiveness (performance, reliability etc.) of precautions.

Regarding the defence-in-depth concept, the RSK concluded its discussions with a recommendation which determines the requirements in terms of multiple safety levels. The requirements result from a combination of various technical systems and administrative measures for the prevention and management of abnormal occurrences and design-basis accidents (Safety Levels 1, 2 und 3), the mitigation of consequences of accidents (Safety Level 4), as well as measures to support disaster response of the responsible authorities (Level 5).

In addition to a series of internal topics, such as the preparation of the Quadripartite Meeting in October 2006 in Washington (“International Cooperation”), the RSK dealt with the course of discussions for two orders of the BMU.

Neben einer Reihe interner Themen wie die Vorbereitung des Quadripartite Meeting im Oktober 2006 in Washington („Internationale Zusammenarbeit“) behandelte die RSK den Beratungsgang für zwei Aufträge des BMU.

In light of recent events at the Swedish plant Forsmark 1, RSK had a first discussion. RSK prepared issues on the basis of a GRS report and data and information provided by the BMU which were to be dealt with by the RSK Committee on ELECTRIC INSTALLATIONS with the aim to analyse all disturbing factors and their impacts on the auxiliary or emergency power systems that go beyond issues related to the circuit design.
