The RSK discussed the further steps with regard to KTA 2206 (Design of Nuclear Power Plants Against Damaging Effects from Lightning). The recommendation on ageing management for electrical cables (Alterungsmanagement elektrischer Kabel) was discussed and adopted, the recommendation on the requirement of examining the RPV base material (Anforderung zur Prüfung des RDB-Grundwerkstoffes) will be discussed again after clarification of open issues. The discussion of further recommendations had to be postponed.

The RSK discussed and adopted the recommendation on damages to steam generator tubes due to stress corrosion cracking – Measures to ensure the integrity of the steam generator tubes (Schäden an Dampferzeuger(DE)-Heizrohren durch Spannungsrisskorrosion – Maßnahmen zur Sicherstellung der Integrität der Heizrohre) (due to new findings in the follow-up to the meeting, the recommendation was revised at the 512th meeting on 22/23.10.2019 and then adopted in the amended version). The recommendation on the permissibility of test and maintenance activities as well as definition of measures for limiting the consequences of events during mid-loop operation (Zulässigkeit von Prüf- und Instandhaltungstätigkeiten sowie die Festlegung von Maßnahmen zur Ereignisbeherrschung bei Mitte-Loop-Betrieb) was also discussed and adopted. The recommendation on assessing the effectiveness of measures to prevent recurrence of events (Bewertung der Wirksamkeit von Maßnahmen zur Vermeidung der Wiederholung von Ereignissen) was discussed and will be discussed again after revision.

The RSK determined how the BMU’s advisory request on the results of the “Ageing Management” Topical Peer Review is to be processed. It continued the discussion of the statement on requirements for passive spent fuel pool cooling (Anforderungen an die Nachweisführung zur passiven Kühlung von Brennelementen im Lagerbecken), adopting it in the process. The statement on ageing management - status of implementation and common practice regarding the requirements for ageing management according to KTA 1403 for electrical and I&C components (Alterungsmanagement - Umsetzungsstand und geübte Praxis zu den Anforderungen zum Alterungsmanagement gemäß KTA 1403 für elektro- und leittechnische Komponenten) was discussed and referred to the competent committee for revision.

Mr. Rudolf Wieland was appointed Chairman of the RSK, Mr. Richard Donderer Vice Chairman. The RSK launched the working group on new reactor concepts to inform itself about the various reactor concepts currently pursued worldwide and their relevance for consulting on in Germany. The consultation on the statement on requirements for the safety demonstration on passive fuel cooling in the spent fuel pool (Anforderungen an die Nachweisführung zur passiven Kühlung von Brennelementen im Lagerbecken) was continued. The statement on aspects of quality assurance with regard to in-service inspections and maintenance measures as well as the use of external personnel (Aspekte der Qualitätssicherung bei wiederkehrenden Prüfungen und Instandhaltungsmaßnahmen sowie beim Einsatz von Fremdpersonal) was discussed and adopted.

The RSK continued the consultation on the statement on requirements for the safety demonstration on passive fuel cooling in the spent fuel pool (Anforderungen an die Nachweisführung zur passiven Kühlung von Brennelementen im Lagerbecken) and was informed about the status of consultations on the statement regarding the performance of test and maintenance activities during mid-loop operation (Prüf- und Instandhaltungstätigkeiten bei Mitte-Loop-Betrieb) of the Committee on Reactor Operation (RB). On the basis of the BfE research agenda and strategy published for comment, the topic of fundamental orientation of research in the field of reactor safety in Germany was discussed in particular for the period after 2022.

The RSK was informed by the Committee on Pressure-Retaining Components and Materials (DKW) about the first results of consultations on the , findings of eddy current tests on steam generator heating pipes the Neckarwestheim nuclear power plant (GKN II). The consultation on the statement on component cooling and service water systems (Zwischen- und Nebenkühlsysteme) was continued The RSK started consultations on the statement on requirements for the safety demonstration on passive fuel cooling in the spent fuel pool (Anforderungen an die Nachweisführung zur passiven Kühlung von Brennelementen im Lagerbecken) of the Committee on Plant and Systems Engineering (AST).

The RSK discussed the experiences with the RSK statement on the Belgian nuclear power plants Doel-3 and Tihange-2 as well as the future role and task of the RSK after 2022. The RSK was informed about the following: sheared and bent bolts at ventilation duct supports, findings of eddy current tests on steam generator heating pipes at the Neckarwestheim nuclear power plant (GKN II) as well as a reactor trip at the Dutch nuclear power plant Borssele. The consultation on the statement on closed loop cooling water and service water systems (Zwischen- und Nebenkühlsysteme) was continued.

The BMU congratulated the RSK on its 60th anniversary. The Committee on ELECTRIC INSTALLATIONS (EE) informed the RSK about the establishment of auxiliary power supply within 2 hours in case of an extensive loss of offsite power, allocation of black-start-capable power plants – nuclear power plants (Herstellung der Eigenbedarfsversorgung innerhalb von 2 Stunden bei einem großflächigen Netzausfall; Zuordnung schwarzstartfähiger Kraftwerke – Kernkraftwerke). The RSK discussed and adopted the statement on flaws in the reactor pressure vessels of the Belgian nuclear power plants Doel-3 and Tihange-2 detected during ultrasonic inspections (Ultraschallanzeigen am Reaktordruckbehälter der belgischen Kernkraftwerke Doel-3 und Tihange-2).

The RSK discussed the statements on irregularities in the performance of in-service inspections/non-compliance with regulations in the KKP plant - dealing with these and similar events (Auffälligkeiten bei der Durchführung von WKP/Nichtbeachtung von Regelungen in der Anlage KKP - Befassung mit diesen und ähnlichen Ereignissen) and on closed loop cooling water and service water systems (Zwischen- und Nebenkühlsysteme).
The discussions will be continued at later meetings. The RSK took note of a report of the Committee on Pressure-Retaining Components and Materials (DKW) on anomalies in forgings – transferability to German installations (Anomalien an Schmiedestücken – Übertragbarkeit auf de Anlagen).

Among other things, the RSK was informed about the results of the 73rd meeting of the Nuclear Safety Standards Committee (KTA) on 12 November 2019 as well as about the earthquake in the municipality of Le Teil (France) on 11 November 2019 and the impacts known so far on the French nuclear power plants located in the vicinity. The commission members discussed and adopted the statement "Closed cooling water and service water systems".
