The RSK was informed of the results of the 69th meeting of the Nuclear Safety Standards Commission (KTA). Note was taken of the statement of the RSK Committee on PLANT AND SYSTEMS ENGINEERING (AST) on the "Formation and effects of an unborated water plug during steam generator tube rupture" (in German). The consultations on the statement on neutron flux oscillations, deformations of fuel assemblies, damage to cladding tubes, spacers, hold-down springs and alignment pins have been completed, editorial amendments are to follow.

Der RSK-Ausschuss REAKTORBETRIEB (RB) informierte die RSK über seine Vorschläge zur Überarbeitung der AtSMV bzw. der Erläuterungen zur AtSMV (AtSMV= Atomrechtliche Sicherheitsbeauftragten- und Meldeverordnung).

Die RSK diskutierte im Rahmen der Klausurtagung die zukünftigen Aufgaben der RSK, die hierzu notwendigen strukturellen Anpassungen und die anstehenden Beratungsthemen in den Ausschüssen. Die bisherigen Beratungsergebnisse des Ausschusses REAKTORBETRIEB (RB) zum know-how- und Motivationserhalt bei Betreiber, Sachverständigen und Aufsichtsbehörden wurden der RSK vorgestellt. Der Ausschuss RB wird diese in einem Bericht dokumentieren.

In der 463. Sitzung wurde der RSK vom VGB PowerTech e.V. über die Erfahrungen bei der Umsetzung der RSK‐Empfehlung zur Robustheit der deen Kernkraftwerke berichtet (diese Empfehlung wurde von der RSK im Zusammenhang mit den Vorkommnissen im japanischen Kernkraftwerk Fukushima verfasst). Die RSK besichtigte das Kernkraftwerk Isar 2.

At its 463rd meeting, the VGB PowerTech e.V. reported to the RSK on the experiences in implementing the RSK recommendation on the robustness of the German nuclear power plants (this recommendation had been prepared by the RSK in connection with the incidents at the Japanese nuclear power plant Fukushima). The RSK visited the Isar 2 nuclear power plant.

Die RSK beriet über generische Erkenntnisse aus Vorkommnissen im Kernkraftwerk Philippsburg sowie Maßnahmen gegen einen Know-How- und Motivationsverlust in den Anlagen. Die SSK informierte die RSK über einen Entwurf zur Prognose und Abschätzung von Quelltermen bei einer möglichen oder bereits eingetretenen Freisetzung in die Atmosphäre bei Kernkraftwerksunfällen.

In der 462. Sitzung verabschiedete die RSK die Stellungnahme "Einschätzung der Abdeckung extremer Wetterbedingungen durch die bestehende Auslegung" und berief die Ad-hoc AG SAMG (Severe Accident Management Guidelines). Die Ad-hoc AG soll eine Stellungnahme vorbereiten. Das Abstimmungsverhalten zur 68. Sitzung des KTA (Kerntechnischer Ausschuss) wurde festgelegt.

At the meeting, the newly appointed RSK members were welcomed. The RSK proposed to the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) to appoint Mr. Rudolf Wieland as Chairman and Mr. Richard Donderer as Vice Chairman. The RSK was informed by the BMUB on the revision of the WENRA “Safety Reference Levels for existing reactors” and by GRS about the current state of affairs as regards the accidents at the Fukushima Daiichi nuclear power plant.

The RSK adopted the statement on "The RSK guideline for the implementation of integrated event analyses in comparison with the VGB guideline on the integrated event analysis" (in German). The consultations on the statement on one-or two-phase failure of the main, back-up or emergency power supply connection have been started and are scheduled to be concluded at the next meeting.

Within the framework of the closed meeting, the RSK discussed the future tasks of RSK, the structural changes required for it and the topics to be discussed in the committees. The results of consultations of the Committee on REACTOR OPERATION (RB) so far on know-how and maintenance of motivation of operators, expert organisations and supervisory authorities were presented to the RSK. The Committee RB will document them in a report.
