Summary Report of the 526th RSK Meeting

Mr Richard Donderer was elected RSK Chairman, with Dr Thomas Riekert and Dr Christoph Pistner as vice chairmen.

The RSK was informed about new findings on the IT vulnerability log4j/Log4Shell, and an exchange of views with the French Commissariat à l'énergie atomique et aux énergies alternatives (CEA) on the topic of cladding tube corrosion was prepared.

Summary Report of the 525th RSK Meeting

The RSK discussed issues related to its statement “Requirements for the cooling of the fuel assemblies in the spent fuel pool during residual operation” with regard to the implementation in the operating rules of the plants. Furthermore, the RSK was informed about the discussions in the Committee on PLANT AND SYSTEMS ENGINEERING (AST) on possible effects of heavy rain events on nuclear installations. The consultations are to be continued and the results documented in a status report.

From the discussions in the Committee on ELECTRIC INSTALLATIONS (EE) on the impact of critical vulnerabilities in the log4j Java library, the need for further measures could not have been inferred so far.

An RSK member explained the importance of the parameter “steam rate flux” in the context of the increased corrosion detected on M5 cladding tubes and presented his assessment of factors for the increased corrosion on these cladding tubes.

Summary Report of the 471st RSK Meeting

The RSK was informed of the results of the 69th meeting of the Nuclear Safety Standards Commission (KTA). Note was taken of the statement of the RSK Committee on PLANT AND SYSTEMS ENGINEERING (AST) on the "Formation and effects of an unborated water plug during steam generator tube rupture" (in German). The consultations on the statement on neutron flux oscillations, deformations of fuel assemblies, damage to cladding tubes, spacers, hold-down springs and alignment pins have been completed, editorial amendments are to follow. The consultations on the statement on section-wide unavailabilities due to electrical coupling between redundant sections of the emergency power system of German nuclear power plants were continued
The RSK bade farewell to its long-standing member Mr. Michael Sailer.

Summary Report of the 468th RSK Meeting

The RSK agreed on a request for advice on seismic margin assessment (SMA) to be dealt with by the the RSK Committee on PLANT AND SYSTEMS ENGINEERING (AST).

The Commission on Radiological Protection (Strahlenschutzkommission – SSK) presented the need for revision identified by it regarding the joint SSK and RSK “Basic recommendations for the planning of emergency control measures by the licensees of nuclear power plants” (in German) of 03.11.2010 resulting from the investigations into the events in Fukushima. The RSK agreed to the amendments, the revised basic recommendations will be published after adoption by the SSK.

The RSK was informed about the contents and and the basic structure of the statement on neutron flux oscillations, deformations of fuel assemblies, damage to cladding tubes, spacers, hold-down springs and alignment pins by the ad hoc working group on fuel assemblies (Ad-hoc AG BRENNELEMENTE (BE)). Having taken into account the comments received, the statement will be discussed within the RSK.

Summary Report of the 467th RSK Meeting

The RSK Committee on REACTOR OPERATION (RB) informed the RSK about its proposals for the revision of the AtSMV (Atomrechtliche Sicherheitsbeauftragten- und Meldeverordnung – Nuclear Safety Officer and Reporting Ordinance) and the explanatory notes on the AtSMV.

The RSK discussed and adopted the recommendation “Faults in one or two phases of the main, standby or emergency grid connection”. The consultations on the statement on section-wide unavailabilities due to electrical coupling between redundant sections of the emergency power system of German nuclear power plants started with information presented to the RSK by the Committee on ELECTRICAL INSTALLATIONS (EE).

VGB PowerTech gave report to the RSK on the potential impairment of core cooling by deposition of zinc borates in the core during a loss of coolant accident.

Summary Report of the 473rd RSK Meeting

At the meeting, the status of RSK participation in the consultations on various KTA safety standards was presented. Report was given to the RSK on current consultations within its committees. The consultations on the statement on requirements for LOCA analyses using statistical methods (Anforderungen an die statistische Nachweisführung bei Kühlmittelverluststörfall-Analysen) were continued.

Summary Report of the 469th RSK Meeting

The consultation on the statements on section-wide unavailabilities due to electrical coupling between redundant sections of the emergency power system of German nuclear power plants and on neutron flux oscillations, deformations of fuel assemblies, damage to cladding tubes, spacers, hold-down springs and alignment pins were started. The draft statement on inspection methods for installation and installation situation of anchors and ensuring the required load transfer was referred to the Committee on PRESSURE-RETAINING COMPONENTS AND MATERIALS (DKW) for revision.

Summary Report of the 472nd RSK Meeting

The BMUB welcomed the new RSK members and received proposals of the RSK regarding the chairman and his deputy. A working group was set up to review the implementation of RSK recommendations in the German research reactors. The RSK statement on neutron flux oscillations, deformations of fuel assemblies, damage to cladding tubes, spacers, hold-down springs and alignment pins (Neutronenflussschwankungen, Verformungen von Brennelementen; Schäden an Hüllrohren, Abstandshaltern, Niederhaltefedern und Zentrierstiften) was delegated to the Committee on PRESSURE-RETAINING COMPONENTS AND MATERIALS (DKW) for review of particular chapters. The RSK discussed and adopted the statement on "Section-wide unavailabilities due to electrical coupling between redundant sections of the emergency power system of German nuclear power plants" (in German). The results of the consultations of the RSK ad hoc working group SAMG (Severe Accident Management Guidelines) were presented and discussed. The consultations on the statement on requirements for LOCA analyses in PWRs by statistical methods were started.

Summary Report of the 470th RSK Meeting

The comments on the draft IAEA DS 460 “Communication and Consultation with Interested Parties by the Regulatory Body” were submitted to the BMUB and the voting on the resolution proposals of the Nuclear Safety Standards Commission (KTA) (preparation of the 69th KTA meeting on 11.11.2014) was determined. The consultations on the statement neutron flux oscillations, deformations of fuel assemblies, damage to cladding tubes, spacers, hold-down springs and alignment pins were continued.

The RSK was informed of the implementation of the statement "The RSK guideline for the implementation of integrated event analyses in comparison with the VGB guideline on the integrated event analysis" (in German) of 22.05.2014, which provides an update of the recommendation "Guideline for the implementation of integrated event analyses" (in German).

Summary Report of the 465th RSK Meeting

The RSK consulted on generic knowledge from occurrences at the Philippsburg nuclear power plant and measures against a loss of know how and motivation in the plants. The Commission on Radiological Protection (SSK) informed the RSK about a draft on the prediction and assessment of source terms with regard to a potential or actual release into the atmosphere during nuclear power plant accidents.
